Purpose This is a joint Commander, Naval Air Force, Pacific (COMNAVAIRPAC)/ Commander, Naval Air Force, Atlantic (COMNAVAIRLANT) instruction promulgating supplemental maintenance policy guidance to reference (a) for the F-35 Joint Strike Fighter (JSF) aircraft series, F-35B Short Take-off Vertical Landing (STOVL) and F-35C Carrier Variant (CV) models. 2. Cancellation COMNAVAIRPAC/COMNAVAIRLANTINST 479035 3. Background The F-35 aircraft and its

associated programs have unique processes not currently addressed, or are not within the scope of, reference (a). These processes require specific supplemental maintenance and logistics support guidance to operate the aircraft safely and efficiently, and to optimize its capabilities and utilization. 4. Scope This instruction is the bridging document between existing Commander, Naval Air Forces (reference (a)) policies, F-35 Sustainment Operating Instructions and specific F-35 program requirements. 5. Action This instruction is a highly dynamic document that will be updated as F-35 management, maintenance and logistics support processes mature. 6. Records Management Records created as a result of this instruction, regardless of media and format, must be managed per Secretary of the Navy Manual 5210.1 of January 2012 7. Review and Effective Date Per OPNA VINST 521517 A, Commander, Naval Air Force, Atlantic (COMNAV AIRLANT) and Commander, Naval Air Force, Pacific (CO MN AV AIRPAC) will

review this instruction annually on the anniversary of its effective date to ensure applicability, currency, and consistency with Federal, DoD, SECNAV, and Navy policy and statutory authority using OPNA V 5215/40 Review oflnstruction. This instruction will automatically expire 5 years after effective date unless reissued or canceled prior to 5-year anniversary date, or an extension has been granted. COMNAVAIRP AC/ COMNAVAIRLANTINST 4790.35A 8Aug17 10.18 Naval Aviation Metrology and Calibration (METCAL) Program I 0.181 The METCAL program manager (0-Level) must manage calibration requirements using ALIS and must review ALIS CMMS weekly for " out of calibration" items and inspections due. Unmarked quantitative measuring devices must be reviewed for calibration applicability, and appropriate AR must be submitted for disposition. responsibilities, and requirements to maintain the integrity of the stealth characteristics of the F-35 LO weapon system. 10.2522 LO weapon system integrity is an all hands effort and applies to all Navy and Marine Corps, commercial, and government agencies performing contract maintenance, production, Dlevel maintenance, or other support functions on the F-35. This technology gives an object the ability to reduce radar, thermal, acoustical, and visual detection. F-35 operational tactics are developed based on expected levels of LO capability, making LO a critical combat capability of the aircraft. 10.2523 LO material maintenance is a combination of inspection, evaluation, repair, restoration and verification. The purpose of LO maintenance is to ensure the integrity of the LO system through preservation of its stealth characteristics. 10-8 Enclosure (1) CO MN AVAIRP AC/ COMNAVAIRLANTINST 4790.35A 8 Aug 17 10.253 Requirements I 0.253 l All F-35 Squadrons must place special emphasis

on the physical requirements of this program. LO maintenance is critical and must only be performed by trained and qualified personnel. In Addition, F-35 squadrons may establish a LO Work Center (12L) 10.2532 The term qualified, as used in this chapter, denotes individuals who are trained via course F-35B Airframe/Related Systems Technician Course (CIN C-603-0008/0009) or F-35C Airframe/Related Systems Technician Course (CIN C-603-0007). I 0.2533 LO repair and restoration on-aircraft must be performed using the applicable JTD Climate-controlled hangars or composite repair facilities are preferred for providing the mostsuitable environment for LO and composite repairs. Such facilities provide optimal control of temperature, humidity, and particulates, ensuring proper preparation, application, and curing of coatings and LO materials. Portable enclosures with environmental control are required while performing LO maintenance outside of the standard day environment and within the

operational maintenance environment. See also SOI 150504 (LO Management) 10.2534 F-35 Low Observable technology has its own LO maintenance assessment system for evaluators to enter material damages. The LO technician must ensure all damage depths, widths, lengths, and classification inputs are accurately annotated on transparency sheet and entered into Low Observable Defect Entry Module (LODEM). The accuracy of the data discovered and imputed by the maintainer is essential in determining if the LO system is mission capable. 10.2535 Mixing chemicals, sanding, painting, and composite repair operations are hazardous Only qualified personnel performing these operations in the appropriate PPE must be in the immediate area. CAUTION: As directed by the US Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA) state and local laws, Navy Occupational Safety and Health (NAVOSH), and technical manual guidance, all personnel must observe the safety precautions

regarding toxicity, health, and flammability hazards. Refer to the appropriate section in the current occupational health survey for the minimum recommended personal protective equipment. 10.254 Responsibilities 10.2541 MO a. Designate an LO qualified E-6 or above in writing as the LO Program Manager and an AM/Airframes QAR as the LO Program monitor via the commands Monthly Maintenance Plan (MMP). 10-9 Enclosure ( 1) CO MN AVAIRP AC/ COMNAVAIRLANTINST 4790.35A 8 Aug 17 NOTE: To maintain appropriate supervision of the LO program, the LO Program Manager and Monitor must possess appropriate level clearances. In addition, the LO Program Manager must maintain OSP privileges within CRM and the LO Program Monitor must maintain RSP privileges within CRM and both must ensure all LO correspondences are submitted in accordance with existing security policies. b. Ensure LO Maintenance, inspection, evaluation, repair and verification and mission planning is accomplished and supervised by

qualified personnel. To achieve and retain an effective LO Program, in-service training and formal schools must be used to ensure personnel are capable of performing LO maintenance and assessment functions. c. Ensure Maintenance Margin Used (MMU) meter, or the "gas gauge" has a maintenance trigger setting of 80%. 10.2542 Program Manager a. Conduct a self-audit within 30 days of designation and annually thereafter using most current F-35B/C NAMP Supplemental CSEC self-audit checklist. b. Maintain a Low Observable Program binder to include: (1) Applicable POCs, at a minimum, must include AMMT LO Program Inspectors, Wing Inspector, designated LO Field Support Engineer (FSE) (if applicable), Industrial Hygienist, Safety Officer and Environmental Officer. (2) Program related correspondence and message traffic. (3) Applicable references or cross reference locator sheets. (4) Most current F-35B/C NAMP Supplemental CSEC self-audit checklist. (5) OML transparencies must be maintained

until verified in LODEM. c. In the event LO HAS is offline or lack of local ALIS connection, maintain an Aircraft Low Observable Binder for each aircraft that includes, at a minimum, OML transparencies. Mark all transparencies with the following: (1) Inspectors name. (2) Aircraft BUNO. (3) Date/time when discovered. (4) Damage location/orientation. 10-10 Enclosure (I ) COMN AVAIRP AC/ COMNAVAIRLANTINST 4790.35A 8 Aug 17 (5) Date defect/repair was loaded into LODEM. (6) Job Control Number. (Applicable, if work order has been created in CMMS) NOTE: In the event connection is lost from the Low Observable Health Assessment System (LOHAS) modules, OML transparencies must be maintained and used to reload damages back into (LOHAS) via (LODEM) through the unclassified Portable Maintenance Aid (PMA) once the connection is regained. OML Transparencies are not required to be maintained during normal working conditions. d. Coordinate with the Corrosion Control Manager to ensure compliance

with corrosion control requirements contained within reference (a). e. Verify LO maintenance is in compliance with EPA, OSHA, state and local laws, and NAVOSH standards. f. Verify LO maintenance personnel are qualified as per paragraph 102432 g. Verify that all maintenance personnel receive LO program indoctrination training in addition to the NAMP indoctrination requirements per COMNAVAIRFORINST 4790.2 h. Assist in generating an Action Request (AR) when a non-standard LO repair is required. i. Monitor unit aircraft in Low Observable Maintenance Management Module (LOMMM) and correct or report anomalies to the appropriate ALIS administrator, and submit AR if applicable. Once any anomalies are corrected, utilize the LODEM Unclassified PMA "sync" function to transfer data into LOHAS. j. Spikes or drastic changes in the Maintenance Margin Used (MMU) meter must be investigated to determine if corrective action is necessary. I 0.2543 Program Monitor a. Perform audits using

F-35B/C NAMP Supplemental CSEC per paragraph 107 b. Develop general LO questions for inclusion in all CDI tests administered by Quality Assurance. c. Develop an in-depth, written, open book LO maintenance test for inclusion with airframes CDI testing requirements. d. Perform trend analysis e. Must conduct a semi-annual Signature Assessment that consists of: I 0-11 Enclosure (I) COMN AVAIRP AC/ COMN AV AIRLANTINST 4 790.35A 8Aug17 (1) Reviewing the accuracy of maintainer inputs to LO DEM (2) Monitoring POS OML Inspections 10.2544 Maintenance Control I 0.25441 Screen LOMMM daily and prioritize LO maintenance accordingly a. Red LO discrepancies indicates significant degradation to the LO weapon system, and must be pushed to CMMS immediately. Maintenance Control must assign a work order and ensure completion of corrective action within 28 days after discrepancy is discovered. b. Yellow LO discrepancies indicates degradation to the LO weapon system, and must be pushed to CMMS

immediately. Maintenance Control must assign a work order and ensure completion of corrective action within 56 days after discrepancy is discovered. c. Green LO discrepancies do not substantially degrade the LO weapon system, therefore may be managed in LOMMM and pushed to CMMS upon maintenance availability. 10.2545 Work Center Supervisor a. Conduct LO Program annual follow-on training to all maintenance personnel Training must include personnel responsibilities and be documented on the NAMP Indoctrination Training sheet in the individual s training record. b. Initiate ARs for LO discrepancies beyond the command s maintenance level capability. c. Ensure work center personnel use authorized procedures when working on and around the OML of the aircraft. d. Ensure work center personnel store removed OML panels on a protective surface to avoid damaging the LO material. e. Perform daily verification of successful transfer of LO defect repair data to the SOU by syncing LODEM with LOHAS. f.

Initiate an AR and seek FSE support for any "Unknown" LO discrepancies Once classified, take actions as required according to color categorization. 10.2546 ALIS Administrator a. Accept all Distribution Tracking Records (DTR) and Urgent Field Notices (UFN) for LOHAS software and system files. Maintenance Control and the LO Program Manager must be notified prior to and after the update to ensure data integrity. 10-12 Enclosure (1) COMNAVAIRPAC/ COMNAVAIRLANTINST 4790.35A 8 Aug 17 b. Perform daily verification of successful transfer of LO defect/repair data to the SOU c. Maintain SOU databases and LO workstation data files to ensure data integrity and accuracy. 10-13 Enclosure (1)
