Source: http://www.doksinet Annex III Transfer of the Czech Best Practices in the field of HIV/AIDS Prevention with special focus on programmes for men-having sex with men (MSM) to Representatives from Serbia TERMS OF REFERENCES For selection of Company/Civil Society Organization/Professional Association for organizing study tour in Czech Republic related to HIV prevention programmes for MSM 1. Backgound UNDP in Serbia continuously supports national AIDS authority, harmonizes and coordinates cosponsors response and scales up functional partnership between all partners with the main objective of contributing to the implementation of HIV/AIDS policy in the country, through advocacy, knowledge generation and support to specific disease control interventions. This initiative intends to offer to health institution professionals and civil society organizations the possibility to visit institutions, as well as relevant platform organizations, working with MSM population, providing

direct services for MSM and responsible for designing specific HIV and AIDS prevention programmes, in order to familiarize themselves with structures, programmes, policies and best practices in the Czech Republic. With this initiative UNDP will support: • • • Improvement of prevention programmes for MSM Improvement of knowledge and skills of Serbian delegates on systematic measures and methods used to decrease the risk of spreading HIV/AIDS amongst MSM Compare experience of the Czech partners in the field of HIV/AIDS prevention and the experience of the Serbian delegates The project will contribute to the ongoing UNDP support to Belgrade municipal action planning for most at risk population and GFATM activities towards MSM 2. Study tour objectives The study tour objectives are to: - Present, review and discuss to representatives of Serbian public health institutions and civil societies a full range of services and service models of MSM HIV prevention and supporting programmes

for people living with HIV/AIDS in the Czech Republic. Expected outputs • • • Organization of study visit to institutional and Civil Society facilities working with MSM in the Czech Republic Establishing contacts with Czech partners, in-depth view of prevention activities of the CzechEnhancing skills of outreach workers, workers in centres for support and local communities representatives for work with MSM population Increased knowledge and skills of Serbian delegates on systematic measures and methods used to decrease the risk of spreading HIV/AIDS amongst MSM 4. Activities The study tour will offer the participants a possibility of becoming acquainted with best Czech practices in the field of HIV with special focus on HIV prevention programmes for MSM. Participants will be divided in two teams (20

participants) in order to ensure better knowledge sharing. Both teams will include experts who have significant experience of integrated HIV response, as well as of the day-to-day work and outreach work. The visits will be tailored to the needs of this professionals Participants of the study tour will include: • • • Public health institutions service providers (including professionals engaged in designing of specific prevention services for MSM); Representative of CSOs providing HIV prevention programmes for MSM; Local communities (municipality public services) representatives First Team composed of 10 participants, should include Public Health service providers and CSOs representatives; Focus will be made to the diversity of the group to cover both the professionals working in state institutions, and the ones from the civil society sector. The idea is not only to share the knowledge with Czech experts but to exchange knowledge within the groups of professionals from Serbia in

order to make services of health protection and Confidential Voluntary Counseling and Testing more accessible to MSM and to empower MSM for using services Second Team (10 participants) should consist of members of local community representatives and CSOs. This visit will increase capacity of delegates for recognizing health and social needs and possibilities to respond to specific needs of MSM population at the local level Visit for both teams should be tailored in a way to ensure provision of knowledge and skills for the purpose to address risk behaviour/ behaviour change in MSM population. The study tour for each group will last 5 working days and they will be organized consequtively one after each other. The study tour shall take place in January 2011 The interpretation from Czech into Serbian language shall be ensured. The flight ticket for participants will be paid by other sources, thus they are not included in the budget (viz Annex V) Source: http://www.doksinet 5. Reporting

and deliverables During the fulfillment of their works, the contractor will ensure regular communication with the UNDP Project Unit prior to the delivery of expected results. The contractor shall ensure quality and timely delivery of the expected results and will regularly inform the Project Manager of the progress as well as any obstacles that might occur. The Contractor is responsible for submission of:  Submission of Preliminary report on study tour preparation (8 working days before start of study tours) and  Report on study tour including training guidelines, financial and programme reports in English language and with the electronic copy.  Final report including all related presentation and materials. In addition to the final report all participants’ evaluation of the study tour forms should be submitted. UNDP Serbia, the requesting officer, is responsible for submission of:  Brief summary report on study tour results, lessons learnt and possibilities of

further follow-up activities. This report will be delivered by requesting officer from UNDP Serbia to Programme Associate of Czech Trust Fund. 6. Specific Instruction A: Description of the activities and services required 1) Organization and Facilitation of Study Tour The following activities are envisaged to contribute to attainment of overall objective of study tour:     range of presentations by relevant practitioners and experts visits to relevant institutions and meetings with relevant stakeholders provision of guidance materials in Serbian ensuring relevant contacts as well as other relevant information according to participants’ expectations 1) Preparatory activities: - Communication with UNDP office in Serbia and UNDP Regional Centre in Bratislava - Selection of participants with the cooperation of UNDP Serbia - Identification of the Study Tour priority areas (details of the programme and topics to be covered) 2) Organization of the Study Tour: Logistics of the

whole study tour including transporatation and hotel arrangements, assistance with visa procedure (invitation letters), interpretation in Serbian, etc. Source: http://www.doksinet - Programme preparation and organization: experts to be consulted, visits to selected institutions, social event (e.g dinner, sightseeing or similar) and other activities (informal meetings, roundtables, discussions etc.) 3) Preparation of the Study Tour materials and guidelines: Study tour materials, documentation, guidelines, hand-outs for participants shall cover main topics as described above. 4) Preparation of database of Czech experts and relevant institutions which can be used for further consultations and networking B: Qualification required The experts/organization should have: • • Minimum of 7 years of experience on Czech best practices in the sphere of HIV/AIDS prevention, Experience with prevention programmes focused on MSM; • Demonstrated experience with cooperation with all

stakeholders: NGOs as well as private sector subjects, line ministries, municipal associations, local governments etc.; • Availability of qualified specialist, professional facilitators and experienced trainers in the area of HIV prevention programmes MSM ; Good understanding of Serbian and Balkan countries HIV epidemic context; • • Experience in preparation and facilitation of study tours and workshops, especially for participants from Balkan • Track record of at least three relevant projects • Good communication skills of the staff in English (Both written and spoken) • Excellent communication and facilitation skills as well as reporting experience • Appropriate references will be considered an advantage. C: Proposal content and form Technical proposal should include the following: - Complete programme of study tour – including topics to be covered in theoretical part (lectures, presentations, discussions, etc.), experts to be consulted, visits to

selected institutions with brief reasoning of selection of the respective institution, other proposed activities (informal meetings, roundtables, discussions, etc.) - Description of general logistics of study tour – what type of transport (public transport, rented mini/bus,) will be used, type of accommodation (single rooms are required) and other services provided, including type of premises for lectures, technical equipment, refreshments, interpretation in Serbian,etc.; Source: http://www.doksinet - Description of topics and areas to be covered in study materials, guidelines, hand-outs for handing over to the participants; - Methodology of study tour evaluation; - CVs of both internal and external experts; - Proposed time schedule for the activities to be carried out as per the ToR; - Information about corporate social responsibility (CSR) of the company. given preference; - Information about “green” efforts/ green policy of the company.
