Information on Health Insurance of University Students in Hungary1 Health insurance of Hungarian students Hungarian national adult full-time students are entitled to the full range of health care services, if they study on a university, which is subject to Hungarian National Education Law and, if they reside in Hungary. They can receive health care services with a Health Insurance ID (the “TAJ”). The students can apply for a TAJ in the county government office. Health insurance of students who are citizens of EEA2 countries and that of Swiss students A. Treatment with European Health Insurance Card (hereinafter: EHIC) – treatments, which become medically necessary If the EEA and Swiss citizen students are insured in their homeland, they receive medically necessary treatment with their European Health Insurance Card during their temporary stay in Hungary. In case of doubt the health care provider decides, whether the treatment is medically necessary. The students can apply for an

EHIC from their health insurance institution in their homeland and they can receive treatment from a service provider, which has a sign saying they are contracted with the National Health Insurance Fund (See Page No. 5) 1 2 This information paper was written by the National Health Insurance Fund The member states of the European Union, Norway, Liechtenstein and Iceland 1 B. Entitlement to the full range of services Should the students not be insured in their homeland and they intend to be subject to the full range of health care services, they can pay a flat-rate contribution. Steps to follow: 1. first, students have to apply for a registration certificate at the Office of Immigration and Nationality and register a residence. 2. after having a residence in Hungary they can register at the National Tax and Customs Administration for the payment of the flat-rate contribution and 3. finally, they can apply for a TAJ in the county government office It is important to note, that the

payment of this flat-rate contribution is bound to Hungarian residence of at least one year preceding the date of registration. According to EU rules the periods of residence in another EEA Member State or in Switzerland are aggregated and are regarded as residence periods in Hungary, which can be verified with form E104 or any other official document issued by the foreign health insurance institution. The flat-rate contribution amounts to 6930 HUF/month and entitles to the full range of health care services. Health insurance for Macedonian, Kosovan, Russian and Ukrainian students A. Entitlement to emergency health care services The Macedonian, Kosovan, Russian and Ukrainian students are entitled to emergency health care services during their temporary stay in Hungary according to the agreements in force. For getting these treatments they must submit their passport to the health care provider. B. Entitlement to the full range of health care services The Macedonian and Kosovan students

can be entitled to health care services in Hungary according to the agreement in force if they fulfill the following conditions: a. they are entitled to health care services in their homeland, and b. they are exclusively residents in Hungary, and c. they are not residents in their homeland For being entitled to health care services, they have to submit to the county government office a certificate issued by the health insurance institution in their 2 homeland on the entitlement to health care services and of not being residents there. It is also necessary to certify a Hungarian residence According to the bilateral agreements in force, Russian and Ukrainian students are not entitled to the full range of health care services. Should the Macedonian and Kosovan students not entitled to health care services in their homeland, furthermore the Russian and Ukrainian students can be entitled to the full range of health services if they register for the payment of a flat-rate contribution.

Steps to follow: 1. first students have to register a residence in Hungary, 2. after having a residence in Hungary they can register at the National Tax and Customs Administration for the payment of the flat-rate contribution and 3. then they can apply for a TAJ in the county government office It is important to note, that the payment of this flat rate contribution is bound to a residence of at least one year preceding the registration. According to bilateral social policy agreements between Hungary and the abovementioned countries the periods of residence in Macedonia, Kosovo, Russia and Ukraine are aggregated and are regarded as residence periods in Hungary, which can be verified with any official document e.g personal identification document or address card The monthly amount of the flat rate contribution is 6930 HUF and entitles to the full range of health care services. Health insurance of students insured in Serbia, Bosnia-Herzegovina and Montenegro Students insured in Serbia, in

Bosnia-Herzegovina and in Montenegro are entitled to emergency health care during their temporary stay in Hungary according to the bilateral agreements in force. For receiving emergency health care, they have to present to the health care provider form No. 111 issued by the competent health insurance institution in Serbia, in Bosnia-Herzegovina or in Montenegro. Health insurance of students from other countries Students from other countries, who have only a residence permit, can be entitled to benefits in kind if they enter into a contractual relationship with the county government office. The charge amounts to 30% of the minimum wage (31 500 HUF in 2015), which shall be paid monthly in advance until the 12th day of the subject month. 3 Part-time students are subject to a charge of 50% of the minimum wage (52500 HUF in 2015). Except of emergency health care, students, who concluded a contract, are entitled to health care services from the first day of the 6th month after the

contract has been concluded. Students are entitled to the full range of health care services from the 1st day of the month following the month of conclusion of the contract, if they pay the total amount of charges for the first 6 months simultaneously with the conclusion of the contract. In order that the students receive treatment, they apply for a TAJ at the health insurance body of the county government office. The students, who concluded a contract, are entitled free of charge only to emergency dental care and are not entitled to treatment abroad. Health insurance of students, who received a scholarship 1. Foreign students, who receive a scholarship on the basis of an international agreement or from the minister for education, 2. Foreign full-time students studying in institutions being subject to Hungarian National Education Law, who are subject to the Law on Hungarians living in the neighborhood countries and who study in a formation financed or financed through a

(part)scholarship by the State are entitled to benefits in kind. Students can apply for a TAJ in the county government office. Important information about receiving health care services Students can only obtain treatment free of charge from service providers, which have a sign saying they are contracted with the National Health Insurance Fund. The inscription is generally as follows: „a társadalombiztosítás egészségügyi szolgáltatásaira szerződött szolgáltató“ GP Pharmacy 4 TAJ Out-patient care In-patient care Students, who are entitled to the full range of health care services, are entitled to following services: - Preventive medical examination Primary health care services Dental care Out-patient care In-patient care Obstetric care Medical rehabilitation Transportation of patients Cost allowance to pharmaceuticals and medical appliances The specialized outpatient care, typically available at outpatient centers is rendered generally upon referral. 5
